India Innovation Index 2020

The India Innovation Index 2020, developed by NITI Aayog in collaboration with the Institute for Competitiveness, is the second edition of a landmark framework designed to measure and enhance innovation across India’s states and union territories. Building upon the 2019 edition, it offers a comprehensive assessment through seven pillars — five enablers and two performance indicators — focusing on human capital, investment, knowledge workers, business environment, safety and legal systems, knowledge output, and diffusion.

The report provides an in-depth understanding of India’s innovation landscape, emphasizing the role of innovation in driving economic growth and competitiveness, especially during the COVID-19 crisis. It highlights regional disparities, identifies strengths and weaknesses, and promotes cooperative and competitive federalism. Karnataka retained the top spot among major states, followed by Maharashtra and Tamil Nadu, while Delhi and Himachal Pradesh led among union territories and hill states.

Serving as both a benchmarking and policy tool, the index aims to strengthen India’s innovation-driven economy under initiatives like Aatmanirbhar Bharat and Make in India, encouraging states to learn from leaders and foster a culture of creativity and technological advancement.
